Just because the Church bureaucracy doesn’t submit this to the Pope for approval out of embarrassment for the Church; doesn’t mean that the Pope isn’t ultimately going to approve this.
My bet is you will see the Pope approving this in days.
Apparently, this was rejected on order of Francis himself. From what I’ve read.
