I think that is low for both men and women, especially the women. I’m almost certain they would under-report even on an anonymous survey. Some women might even believe that they have fewer partners than they really do. I had one former girlfriend thought that she technically became a virgin again if she waited long enough since her last encounter [yeah, really].

On the flip side, I would expect men to exaggerate their conquests.
