"Technocracy is nothing new. It hasn’t just come up in the last two decades. It has been around for the last 400 years. Technocracy is a very strange animal, it has many different facets. It has a very colorful history. It’s very difficult to actually define it, however, the main idea behind Technocracy is that it is a political as well as an economic system. As a political system, it is a pure dictatorship, it is a pure totalitarian system. Those who rule in a technocracy are not democratically elected politicians, they are appointed in some way, or they appoint themselves to be the rulers. The best contemproary example of a Technocracy today would be Italy. Mario Monti, an Italian economist, was designated – he was not voted into office – he was designated by the European Union to be the Prime Minister of Italy in 2011 after the resignation of Silvio Berlusconi. That may be the point at which many people heard the word Technocrat for the first time. Monti is proud to say that his entire cabinet is a Technocratic cabinet, not one politician became a member of his cabinet – the idea being that they are the experts."

"The second idea behind a Technocracy is that those who rule are called experts – in whatever – they can be experts in finance or some other type of industry – but they have to be some type of expert. So these are the two components of a Technocracy – however – if you look very closely at the history of the Technocratic movement, you will come to realize that it was conceptualized from the very beginning as a religion. That component is often left out – the religious aspect of Technocracy is more hidden that revealed. Although often left out by those who write about the history of Technocracy, the religious component is very obvious if you look at the two French philosophers who came up with the idea of a Technocracy – Henri de Saint-Simon and Auguste Comte, his private secretary. The philosophy Henri de Saint-Simon came up with was called Saint-Simonianism. The philosophy Auguste Comte came up with was called Positivitism. Either one of these two terms can be used as a synonym for Technocracy. Henri de Saint-Simon’s last book was called "The New Christianity". In this book he sets up his system which eventually evolves into a Technocracy. He set up his new religion as a rival religion to Christianity."

He set up his new religion as a rival religion to Christianity.

That was done in Genesis 3, and continues today under a political ideology called "liberalism".

Karl Popper thought (and I agree) that you can trace these ideas back to Plato and his philosopher king ideas.
