President’s Bush’s approval rating among African Americans:

2001: 19% approve, 45% disapprove, 36% no opinion
2002: 41% approve, 41% disapprove, 15% no opinion

African American opinion of President Bush based on his actions taken since September 11th

46% have a more favorable opinion of President Bush
36% have a less favorable impression of the President,
9% haven’t changed
10% don’t know/refused to answer

Secretary of State Colin Powell:

2001: 73% favorable
2002: 80% Favorable

National Security Adviser Condoleezza Rice:

2001: 17% favorable
2002: 41% favorable

…….Education Secretary Rodney Paige, Alan Keyes, JC Watts, Supreme Court Justice Clarence Thomas experienced similar increases in their favorability ratings.

Would you, as an African American send their children to private or charter schools?

48% private or charter schools
45% public
……. 56% of African Americans gave their public schools a “C” grade or lower.

There was an increase in favorable responses to this question when the respondents learned that Black America’s Political Action Committee supports school choice in the form of vouchers

2001: 40%
2002: 51%

There was a more decisive change in the favorable rating of BAMPAC when the word “vouchers” was replaced with “opportunity scholarships”

49% “voucher” favorable
64% “Opportunity Scholarship” favorable

Has the Democrat Party served African Americans well?

2001: Yes 61%
2002: Yes 49%

Has the Republican Party ignored African Americans?

2001: Yes 59%
2002: Yes 51%

African Americans look to the candidate’s stances on the following issues as the deciding factors:

- improving education
- protecting civil rights
- fighting crime
- improving the economy
- strengthening Social Security.

Partisan affiliations were only cited by 22% of African Americans as an important factor in electing their Congressperson.

Summary:

African American voters have a more favorable impression of and generally approve of President Bush more now than in 2001. There is a definite correlation in these increases with the events in response to September 11th. African Americans in the Bush Administration also are enjoying a rise in favorability with Colin Powell in a virtual dead heat with Rev. Jesse Jackson in terms of favorability among African Americans.

The Democratic Party is declining in terms of perception among African Americans with the GOP reaping some benefits in the polling data. However, there must be steps taken to allow this to translate to gains in November.

The issues of concern to African Americans do not differ greatly from that of the rest of the nation. The concerns about the economy, foreign policy and the new threats of terrorism rank highly among all Americans. Therefore, in building a message, a candidate can rely on similar themes in reaching the African American voter base.

It should be noted that the employment of school choice in the message could resonate as support is growing. Nearly half of the respondents stated that they would place their child in a private or charter school if given the choice. It will be interesting to see this preference exercised in a practical sense as a result of the Supreme Court ruling upholding the constitutionality of vouchers.

But I fail to understand the attitude towards Rice.

Condi Rice isn't at 80%? They love Jackson, Calypso Louie, Conyers, Sharpton then are lukewarm to Rice?

I see where things are going here. It makes sense that they want handouts rather than achievement.

I'd be curious to see ratings of Cheney.

I think Condi, Powell, and Paige should be out on the campaign trail this fall.

It's because she's viewed as being so aligned with Bush-- so her ratings are similar to Bush's.

Maybe! It's more likely, however, that many Black Americans are not yet aware of Condi -- Powell has been on the national scene for MANY years, Condi is relatively new to Black voters! [NOTE: The summary does not provide the 'not familiar' stats!]

Colin Powell is an appeaser, but Jesse Jackson is a weasel.
