THE BUSH MIDDLE EAST POLICY SPEECH

President Bush emerged this week to deliver his postponed policy speech on the Israeli-Palestinian conflict. [Full text of GWB speech here] He waited for the briefest possible lull in terror to launch his new initiative, which attempts to please both sides, but provides no realistic solution. In its basic form, it is a typical 'carrot and stick' approach, offering all kinds of financial and other incentives to the Palestinians if they would simply 'reform' and join the family of democratic nations. Incredibly, Bush failed to require a total cessation of terrorism as one of those criteria. Here is what he requires of both sides, according to a list compiled by the Associated Press [Joel Skousen's comments italicized in brackets]:

"Palestinians:

"Elect "new and different Palestinian leadership" and adopt a new constitution [no criteria given] with a fully empowered parliament, local-level governments and independent judiciary [such a concept doesn’t exist in Arab society]. The United States and its partners [meaning, NWO socialists and EU Marxists] would help organize multiparty local elections by the end of the year, with national elections to follow [undoubtedly to be monitored by ‘see no evil’ Jimmy Carter].

"Implement financial reforms, including independent auditing to ensure ‘honest enterprise.’ [This would require a total westernization of Arab commercial culture, which won’t happen.] In turn, the United States would increase humanitarian aid [the bait].

"Undertake an externally supervised overhaul of security and police forces that can dismantle terrorist groups. [This will never happen. All political leaders and police forces in the PA are involved in terrorism. If they ‘reformed’ they would only do so in order to gain more aid and arms so they could continue the battle by conventional means]

"After these steps are taken, Palestinians can count on American support for a provisional state of Palestine [more rewards] whose final borders, capital and other aspects of sovereignty would be negotiated between Israel and Palestine. [These ‘other’ issues, which must include the suicidal ‘right of refugee return’ will never be agreed upon, thus guaranteeing a future war which will only be facilitated by the creation of a Palestinian state.]  The plan envisions a settlement within three years [Israel must be weakened and put into the 'peace' box before the next regional war. The stated 'three years' matches my estimate of when the surrounding Arab states will be ready to launch their missile attacks on Israel].

"Israel:
"Withdraw its forces to positions it held on the West Bank two years ago and stop building homes for Jews on the West Bank and in Gaza [This was a major goal of the Palestinian terror attacks. Requiring that Israel accede to this rewards terrorism]. Ultimately, Israel should agree to pull back to the lines it held before the 1967 Mideast war [meaning the Green Line, which the Israeli government is already planning to do, as evidenced by the construction of the new security fence along the Green Line].

"Restore freedom of movement in the Palestinian areas so that innocents can resume work and normal life.[How can Israel do this when terrorists would infiltrate freely as well? Bush fails to link any of these requirements with the complete cessation of terror].

"Release frozen Palestinian revenues ‘into honest, accountable hands.’ [Honest and accountable, according to who? Israel has been withholding these funds specifically because of terrorism. To release such funding is to reward terrorism. The funds should be spent to cover Israel’s cost in the war against terror and to compensate victims of terrorism.]

"Arab States:
"Build closer diplomatic and commercial ties with Israel, leading to ‘full normalization of relations between Israel and the entire Arab world.’ [Bush is a fool. Every Arab language newspaper regularly proclaims their unified long-term goal to annihilate Israel. Only in English do Arab leaders play this peace game. The Bush advisers know this all too well.]

"Stop the flow of money, supplies and recruits to terror groups such as Hamas, Islamic Jihad and Hezbollah, which seek the destruction of Israel.  Block the shipment of Iranian supplies to these groups (and oppose regimes that promote terror like Iraq). [This is neither verifiable nor enforceable.  All Israel’s neighbors promote terror, including Egypt and Saudi Arabia. Bush singles out Iraq to justify the upcoming invasion.]

"Syria must close terrorist camps and expel terrorist organizations" [The US knew all of this when it voted to allow Syria to join the UN Security Council, so why are we to believe the US will do anything concrete to enforce this provision? Anyone see any sanctions being levied against Syria?]  [End of AP quote.]

The bottom line is that the Bush proposal is a fraud. He has no intention of providing detailed criteria for a truly reformed Palestinian Authority (PA) nor substantive enforcement that criteria. If terrorism abates sufficient to allow this bogus plan to go forward (a big if) I think Bush will merely applaud the pretense of the next Castro-style election in the PA and move forward with the Palestinian state.

Middle East analyst Daniel Pipes criticizes Bush for not demanding a cessation of violence (which reneges on all former US brokered agreements between Israel and the PA): "We should have told the Palestinians clearly and unequivocally that their 21-month campaign of violence against Israel is unacceptable and must conclude before any discussion of rewards can be started. Instead, the President outlined his vision for a ‘provisional’ Palestinian state and demanded an end to what he called ‘Israeli settlement activity in the occupied territories.’ Both of these constitute very major benefits to the Palestinians; as such, they represent rewards for suicide bombings, sniper attacks, and the other forms of terrorism. This not only does grave damage to the President's proclaimed war on terrorism but it sends a signal to the Palestinians to expect further rewards for yet more violence."

Pipes goes on to list several major errors and distortions in the Bush speech. These are significant.

"Misreading Palestinian opinion: Bush declares that only a small minority of Palestinians subscribe to the means or views of the terrorists. [Bush isn’t misreading, he chooses NOT to see what is plainly visible, just as he proclaims Islamic radical beliefs about infidels are not representative of the whole.] ‘The hatred of a few holds the hopes of many hostage.’ But this is false; nearly every opinion survey, political speech, mosque sermon and other indication suggests that a substantial majority of Palestinians enthusiastically support the campaign of violence against Israel. [Pipes is correct, and the implication is that democratic elections will not produce a more moderate policy toward Israel.]

"Moral equivalence: Bush implies a basic commonality between the plight of Israelis who suffer terrorism and the Palestinians who inflict it. ‘It is untenable for Israeli citizens to live in terror. It is untenable for Palestinians to live in squalor and occupation.’ [Bush fails to say that the occupation is the result of 5 different wars of aggression by the Arabs against Israel. Does a nation that aggresses against another expect to recover all its lost territory, as if there were no penalties for aggression? Is Israel to blame for Arab feudal economic policy? Hardly. In fact, the Arabs who have joined forces with Israel and have been the recipients of Israeli agricultural know-how are the most prosperous of working Arabs (not counting those that reap wealth only from oil).]

"Victimology. The Palestinians have ‘been treated as pawns" says the US President. Not so: Since 1967, the Palestinians have had an increasingly autonomous and powerful voice in running their own affairs. Especially since the creation of the Palestinian Authority in 1994, they have been in control of their own destiny [which has been a disaster due to internal corruption]. To portray them as victims suggests they would behave differently once they have a formal state. In fact, every sign points to a continuation of the present policies. [In point of fact, the Arabs have always been treated as pawns, but not by the Israelis. It is the globalist British and Americans who have always used the Arabs and have continually broken their promises to them.]

"Overemphasizing terrorism: ‘There is simply no way to achieve [Palestinian-Israeli] peace until all parties fight terror.’ [What planet does Bush live on? Since when is it realistic to expect terrorists to ‘fight terror’ when they haven’t yet begun to cease terrorist actions?] Palestinian terrorism has caused terribly tragedies but it is not the heart of the problem. Terrorism, after all, is but a tactic in the service of a war aim. That war aim -- the destruction of Israel -- is the heart of the problem. For example, it is perfectly possible to imagine a future Palestinian state that does renounce terrorism and instead builds up a conventional force of planes, tanks and ships with which to attack and destroy Israel [which is happening right now, but the missile weapons are more ominous than conventional]. Along these lines, it is noteworthy that Bush did not call on the PA to reduce the size of its armed forces." [End of Pipes quote.] Those PA small arms were provided, in part, by Israel and the US as part of the Oslo "peace process" in which Arafat promised peace in return for a semi-autonomous state. Sound familiar? Why should we or Israel believe that the current proposal will yield any different results than the failed Oslo charade?

This is what I expected...oil is the mark of Kings...and if Bush wants to stay "king" he has to compromise......we do not to REALLY offend the Arab states..

I didn't know.  Google found this page of famous Skousens and W. Cleon appears to be Joel's uncle.  Mark, Joel and Royal Skousen are brothers.  They are also descendants of Benjamin Franklin, who is their eighth great-grandfather.
