Russia moves to re-criminalise gay sex A group of Russian parliamentarians submitted to consideration by the State Duma the draft law criminalizing same-sex intercourse.

oscow - On April 22, 2002, a group of Russian parliamentarians submitted to the consideration by the State Duma (the lower chamber of the Russian parliament) the draft law criminalizing same-sex intercourse between consenting adult males. "The unnatural satisfaction of sexual desire of one male with another male", as they defined the proposed crime, shall be punishable with 1 to 5 years in jail. Authors of the draft law claim that their purpose is to protect the public morale, institution of marriage and health of Russian citizens. They allege that this law will help to combat venereal diseases and the spread of AIDS, as well as protect minors from being forced into prostitution and pornography.
The homosexuality was decriminalized in Russia exactly nine years ago, on April 27, 2002, under the pressure from the Council of Europe (decriminalization of homosexuality was a condition precent for the accession of Russia to the organization). The draft law, if passed, will grossly violate the rights of Russian gay men criminalizing any kind of affection between them and giving a license for a witchhunt for anyone suspected of gender non-conformity. It will be a major violation of the international and European standards, in particular, those set by the UN Commission for Human Rights (Toonen v. Australia case), the Council of Europe (Recommendations 924 (1981), 1470 (2000) and 1474 (2000)) and the caselaw of the European Court of Human Rights (e.g., Dudgeon v. the United Kingdom case).
The group of five authors of the draft law comprise Guennady Raikov, Vadim Bulavinov and Dmitry Rogozin (all from the faction "People's Deputy" - political conservative, nationalist and populist). Dmitry Rogozin is also the leader of the Russian delegation to the Parliamentary Assembly of the Council of Europe. He is attending the PACE session that takes place on April 22-26, 2002, in Strasbourg, France.
Hearings continued this week on the honouring of obligations and commitments by the Russian Federation are scheduled.

They can't interfere with your life, liberty, or pursuit of happiness -- or cause a public health problem -- unless you sleep with them.
So cut it out. ;^)
This is from the U.S. constitution, in this case we are dealing with Russia, and they may have different priorities. Its actually kinda strange, they have a flat tax, they might ban homosexuality (which should include lesbians too, to be fair, but health problems arise more with gay men then gay women).Damn it looks like they're trying to be the correct and improved version of the U.S. republican party.

The west has long since kow-towed to the militant homosexual agenda and called it "progress". It's good to see that the Russians are paddling their own canoe and not listening to the western PC thought police.

For once I agree with you. If Russia is to restructure herself, Russia must institute the idea of jurisprudence and legitimate contracts between men and women, transcending whatever cult may wish to impose, impositions made to ultimately destroy this very noble management of ideas and powers. Since when, anyway, a gay relationship could impose itself on a "gay" individual? I thought the inalienability of marriage, health, production and procreation forbid any such kind of relationship to interfere with legitimate contracts, let alone impose its own sets of contracts against such inalienable contracts.
This idea that gay marriages can be imposed so that a gay partner may be able to sue his other partner if this other partner decides to go straight with wife and children is the most heinous goal ever instituted. Russia must stay away from it.
Jeez, now if they would only change their laws concerning firearm ownership and property rights, I might just take Zero's advice and move there.
