When the president of the United States makes use of a phrase such as "the axis of evil," it may well be meant not as a literal description but, instead, as an allusion. So, criticizing it as if it had been meant as a description will miss the point. Still, it might have been an attempt to call to mind something important with a quick turn of phrase.

That simple label claries and eliminates the Bravo Sierra PR that the evil doers have going for them.
Then, you inform the evil doers and their supporters that you will eliminate them like we did to the Nazis and Imperial Japanese in WWII!
This is why GW's axis of evil comments has the murdering Islamic head Terrorists and their financial backers so up tight! They know that being labeled as evil is the first step of the elimination of them and the evil they bring about on innocent people!
