(Washington) -- Last Thursday, President Clinton offered what amounts to a stealth amnesty program for hundreds of thousands of Central American illegal aliens, charged the Federation for American Immigration Reform. Speaking in Costa Rica, the president assured Central American leaders that his administration would make no effort to deport illegal aliens whose temporary permission to reside in the United States has expired.
"Unfortunately," said Dan Stein, executive director of the Federation for Immigration Reform, "President Clinton is again pulling the wool over the American public's eyes." Although Clinton may have decided that he can't get Congress to approve a formal amnesty for the hundreds of thousands of Central Americans illegally in the United States, he made clear to the Central Americans that he will extend the functional equivalent of an amnesty to their nationals. Stein commented, "an amnesty by some other name is still an amnesty."
The Central Americans who will benefit from Clinton's 'non-amnesty' entered the United States in the 1980s, when there was conflict in Guatemala, El Salvador and Nicaragua. Those who could demonstrate a well-founded fear of persecution if they were deported were given asylum and became legal residents. Most, however, were simply seeking better economic opportunity in the U.S.
Supporters of the 'Temporary Protected Status' (TPS) program promised that the beneficiaries would return home once there was a cessation of hostilities in their homeland. The wars are over, democratic elections have been held, and now President Clinton is telling us that it is unfair to ask these people to go home because they ve been here so long. What ever happened to temporary? asked Stein. President Clinton seems intent on proving critics of TPS right. The temporary refuge program has been co-opted and turned into a permanent immigration scheme. The real losers will be the next group seeking temporary admission, because the American people are not going to be fooled again.
It appears that Clinton is thumbing his nose at the Congress and the reforms against illegal immigration adopted last year. What he seems to have in mind is a case-by-case exemption from deportation for those long-term illegal residents who have U.S. citizen family members here. That means most of them. That approach is diametrically contrary to the illegal immigration reforms adopted by the Congress last year. Congress reached the conclusion that waivers of deportation on the basis of "hardship" had become abused, and tightened the law to limit waivers to only "extreme hardship" cases and to cap them at 4,000 per year. Now Clinton is lobbying to undo both those reforms.
"What we are seeing" said Stein "is a systematic effort by the Administration to scuttle the measures against illegal immigrants adopted in last year's bill before the ink is dry. The amnesty for illegal aliens adopted in 1986 was an unmitigated disaster because did nothing to stop illegal immigration, as promised, but instead only qualified the illegal aliens to get welfare benefits and increase the costs to the American public. The Center for Immigration Studies has just released a study putting the net costs to the American taxpayer of that amnesty at $78 billion. The country has learned its lesson. We've had one too many amnesties!" Stein added.
The president expressed concern about the destabilizing effect large numbers of returning Central Americans would have on their homelands. Unfortunately, Mr. Clinton does not seem to have the same concern for communities in this country that have been overwhelmed by the influx of legal and illegal immigrants, said Stein.

Table Glossary:
Encounters (also know as "Enrollments"): The total number of encounters (recorded apprehensions) into the system.
LO Hits: (Lookout Hits) The number of apprehensions involving people who have criminal records in the Lookout Database.
RC Hits: (Recidivist Hits) The number of apprehensions involving people who previously had been apprehended and having at least one record in the recidivist database.
District: The INS District is composed of the land Ports of Entry (Inspections), Airports (Inspections), and the District office (Detention, Deportation & Investigations) within that District.
Sector: The Border Patrol Sector is composed of the Border Patrol Stations and Check Points within that Sector.
Lets do some math.
From 01/01/2002 through 03/10/2002 the INS reported apprehending 263,586 illegal aliens in the US.
Now some of these apprehensions are what we call recidivist apprehensions, so well will subtract the RC HITS from the ENCOUNTERS.
263,586 - 103,679 = 159,907.
So, between 01/01/2002 and 03/10/2002 the INS apprehended approximately 159,907 illegal aliens either attempting to enter the US, or already in the US.
Now the fun numbers.
The Border Patrol estimates that for every illegal they apprehend, 4 slip by. Independent Immigration experts estimate that closer to 9 slip by, for every 1 alien apprehended. For this presentation, I will also use a 1 to 2 ratio.
So, if the INS apprehended 159,907 illegal aliens, the number of aliens that made it through undetected would be as follows:
1 to 2 = 319,814
1 to 4 = 639,628
1 to 9 = 1,439,163
This means, that anywhere from 319,814 to 1,439,163 illegal aliens entered the United States undetected since January 1st, 2002. .
Now for some more disturbing figures.
US and Allied troops that invaded Normandy in 1944 = 250,000 + US troops that invaded Okinawa in 1945 = 550,000+ Illegal aliens that have invaded the US in 2002 = between 319,814 and 1,439,163.
Now imagine that just 1/10 of 1% of those illegals are from Middle Eastern Countries.
We now have between 319 and 1,439 possible terrorist undetected inside
