The thing about Kharkiv is that it has a population of 1.5 million, making it the second largest city in Ukraine. It has a population similar to Phoenix.

We haven't seen anything remotely like that change hands in this war so far. That's a lot of refugees if the population leaves. |

Elsewhere I have seen that the Russians captured a group of soldiers who are Ukrainian "blockers" whose job it was to prevent other Ukrainian soldiers trying to leave the city.

An interception plan was introduced in the Kharkov region due to the mass exodus of Ukrainian Armed Forces soldiers There are reinforced checkpoints on the main roads of the region with “armed men without identification marks” who are looking for Ukrainian soldiers fleeing en masse from the battlefield. It's a big step up for Russia to try to capture so large a city. It would put a lot more pressure on Zelensky to negotiate an end to the war, losing the second city to the Russians. It will also probably cause a humanitarian catastrophe as 1.5 million people flee, presumably into Kiev.
