We had large numbers of immigrants in the 1800s percentage-wise but many came from countries that had had been successful at one time. Many had skills and ambition.
Most illegals these days come from loser countries like Mexico, Guatemala, etc.
When I need some kind of construction or repair work done, I mostly have to find a competent Latino, since our public schools have mostly stopped providing competent education for the building trades and other useful non college based lines of work.
