We need to get this bill passed.
Dems already have had this one figured out for decades. They’ll do it anyway, and then one or more of the following will happen.
1. They will be found guilty and then pay the judgement from the public fisc - then they will just keep doing it because hey, it’s not their own money. They’ve done this before, usually at the state or city level.
2. Some of their own allied states will sue and win, and then use the wealth transferred from the Feds to do whatever they want. They did this already with the Sierra Club suing the EPA when both were controlled by Dems and similar scams - repeatedly. They will actually make sure they continue the practice they’re being sued for as it’s a great way to transfer money.
3. Any valid claims will be dragged out through the courts for decades and lawfare will be conducted against the suing parties. Again, they have no personal incentive to stop the invasion and plenty of incentive to NOT do so.
This is a useless bill that will end up enriching the Dems. A better idea would be to have a bill that would allow states to sue the Feds and have the named parties removed from office for dereliction of Constitutional duty to defend them against invasion.
Why?
After you’ve sued them, THEN what? Make the feds pay you some money??

Very Funny. You do realize that such a bill would have to pass both the Senate and Biden. Neither of which would allow it.
And New York, illinois, California and Massachusetts will be first in line to sue. Watch!

What would stop the current administration from quickly settling with dem states thereby federalizing bailouts to their friends and voters? Red states would be dragged through years of legal action before they ever recovered a dime if ever.
They do the same thing with environmental groups. Its a money pump and a way to establish president without passing legislation.
