The Japanese gambled: if they had caught the carriers at Pearl or found us before we found them at Midway the war might have been quite different.

That was from the years Yamamoto spent studying at Harvard, as well as serving as a naval attaché in Washington DC.

He was also opposed to the invasion of China.
