Totally correct in all aspects. Apple disables any new devices that have been stolen from apple stores.
This guy sells the iphones to street hawkers who in turn sell to passers-by on the street who think they are getting a discount deal. Unfortunately for them they are buying boat anchors.
I imagine apple charges the lost inventory to an accounting category called the “cost of doing business” — or something similar.

I have read (here) that they are brought to the Middle East and there IS a process now to unlock and use the stolen Apple phones.
