Since 2000, up to 104 people have been charged with an HIV-related crime in Maryland, according to a new report by the Williams Institute at UCLA School of Law. The state’s HIV-related criminal laws are disproportionately enforced based on gender and race. Black people, and Black men in particular, are overrepresented in HIV-related crimes.
Black people make up 30% of Maryland’s population, 71% of people living with HIV, and 82% of HIV-related criminal cases. Black men comprise 14% of the state’s population and 44% of people living with HIV. However, they make up 68% of people accused in HIV-related criminal cases.

Or cops, jail guards who get bit, get body fluids flung at them.
I think you can also include in that offense that the “victim” did not WANT to contract HIV. There are those “bug chasers” out there.
Also, black men on the "down low" contract and spread it to their "wives," (common law.) Common cultural malady.

I'm guessing that people who go in for an HIV test and test positive, to their surprise, are not required to rat out their possible sex partners. What goes around comes around.
Contractors are most likely transmitters before they find out that they are infected. There are no "victims," just offenders in this population. And how do you prove "knowledge" of infection?

And while Texas doesn't have any explicit laws against intentionally spreading HIV, people have been prosecuted for it under general criminal laws. It's apparently considered assault to intentionally or recklessly infest someone.

71% minus 44% means 27% are black women. That seems unusually high for women. Maybe a lot of them were infected by boyfriends who were also having sex with men.

Indeed, and to deny this, which is due to culture, not color, is racist, since it is motivated by racial bias, in which blame is shifted away from (American) culture to race (see CULTURE, NOT COLOR: Spiritual declension and liberal corruption of the American black family in particular and its correlation to behavioral problems)
While racial bias is also charged as neglecting blacks yet if more testing took place among that community then the following stats would be worse.
