Guillani had a very effective policy to decrease crime in New York City. It was cause Broken Glass; if one merely broke a glass he was held strictly accountable. The theory was that if small crimes were punished, it made more severe crimes less likely. It worked.
That is what this is. Don’t even think of non-compliance with the almighty state; this is what happens to you.
