ussia has never planned on invading Ukraine, and won't do so "unless provoked," Russia's deputy U.N. ambassador said on Thursday. His words followed sharp criticism from the United States over reports of a troop buildup at Ukraine's border.
"Never planned, never did," said Dmitry Polyanskiy when pressed by a reporter at U.N. headquarters on whether Russia is planning on a military invasion of Ukraine, amid reports of a surge in troop presence along the countries borders.
"Never going to do it unless we're provoked by Ukraine, or by somebody else," or if Russia's national sovereignty is threatened, added Polyanskiy, First Deputy Permanent Representative of Russia to the United Nations.
The diplomat's remarks followed a stern message from Secretary of State Antony Blinken this week that Russia may be "attempting to rehash" its 2014 invasion of Ukraine. Blinken said the U.S. is "concerned by reports of unusual Russian military activity."
He was referring to claims made by Ukraine's Defense Ministry last week that about 90,000 Russian troops are stationed close to its border.
The Biden administration is "monitoring the situation "very closely," Blinken added.
Polyanskiy said that Moscow is entitled to concentrate its troops anywhere on its territory. "This is not Ukrainian territory. This is Russian territory," he said.

Ukraine is itching for another incursion. I expect them to do whatever it takes to provoke one.
The Kiev government needs to be satisfied that the coup gave them control over the areas that it did. They grabbed territory with a coup, so the people in the Donbass and Crimea have that same right.
Seizing a capitol city doesn’t mean you rightfully inherit everything the old country had. Everyone else in the nation has the same right to grab control of their areas too.
But Kiev actually launched this war for one reason only. To get the Maidan militias and street rioters out of town and let them have a cause. The new government doesn’t want that same crowd hanging around Kiev.
Putin already invaded Ukraine in 2014. The Russians never left.
Captured Russian troops 'in Ukraine by accident'
Ten Russian soldiers captured in eastern Ukraine crossed the border "by accident", Russian military sources are quoted as saying.
Ukraine has released video interviews of some of the seized paratroopers.
Ukraine's security service said its military had captured the 10 Russian paratroopers near the village of Dzerkalne, about 50km (30 miles) south-east of the rebel-held city of Donetsk and about 20km from the Russian border.
Ukrainian military spokesman Andriy Lysenko said: "This wasn't a mistake, but a special mission they were carrying out."
A Ukrainian television report that carried the interviews with the men said they were from the 331st regiment of the 98th Svirsk airborne division.
It quoted one man, named as Sgt Andrei Generalov, as saying: "Stop sending in our boys. Why? This is not our war. And if we weren't here, none of this would have happened."

Washington always gets their pants in knots when Russia moves it’s military about at it’s own borders, and Putin knows it. But it’s suppose to be OK when Nato/US does it as well.
