IIRC, that was the case for WWII as well. Soviets still using horse-mounted charges, animal drawn cannon, etc.
Although it still can be effective I guess. Our troops rode horses alongside Northern Alliance Afghans and attacked the Taliban who had vehicles and machine guns. And we won! (With a lot of help from our air support!!)
