I am a retired IT pro with decades of experience.
All the way in means they can change anything they want.
From my research, these are Windows XP machines and there is about zero security once they are in. And they are.

The polling pad would be considered the “landing zone”. From there both lateral attacks (others systems with the same level of access) and vertical attacks (gaining more access up to and possibly including “root”).

By stating that they are “all the way in” they are indicating that all sub systems have been compromised. Lateral, vertical and even archive / logging. That in turn means that they can go anywhere in the system, change any value, and even change the logs that recorded the change.

“Widespread” in referring to fraud, is the most important weasel word in all these discussions. The fraud was narrowly focused, specifically targeted at a few cities that made it possible to flip the electoral votes in key states.
