If the ballot is not readable, it should be tossed in a special bin labeled "unreadable" or "undetermined".
Having some "Karen" or a possible underground supporter of BLM / Antifa filling in the blanks is wrought for bias, if not fraud.

It was reported that there were ballots that were not printed correctly and that the military was being called in to assist in transferring the selections the voter had selected onto correctly printed ballots. If this were what they are claiming to be, fraudulent ballots, they would not be so transparently open, and under the proof of a camera. At least one would not expect that they would, since they seem to do everything nefarious away from prying yes.
If she is only filling out a duplicate ballot for one that couldn’t be read, what do they do with the old ballot? wouldn’t the “new” ballot lack a signature?
So the video is probably evidence that Pennsylvania is violating Section 2 of the 14th Amendment (14A) imo.
Section 2 is a penalty for renegade states that cheat the ballot box, the penalty being a reduction in the number of the state's members in the House of Representatives. (Bye-bye Nancy!)
”14th Amendment, Section 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed. But when the right to vote at any election for the choice of electors for President and Vice President of the United States, Representatives in Congress, the Executive and Judicial officers of a State, or the members of the Legislature thereof, is denied to any of the male inhabitants of such State, being twenty-one years of age, and citizens of the United States, or in any way abridged, except for participation in rebellion, or other crime, the basis of representation therein shall be reduced in the proportion which the number of such male citizens shall bear to the whole number of male citizens [emphases added] twenty-one years of age in such State."
Note that voting rights amendments ratified after 14A was ratified have possibly changed how Section 2’s penalty should be calculated.

I guess there is the real possibility this is legit, but I am still having a hard time with the smell test. Especially after the 4 year long impeachment debacle, there has been much distrust sewn into society.
It is not being corrected, if this is what they reported, the data is being transferred to a ballot that printed correctly. If they tried to scan the misprinted ballot things would be in the wrong positions, so it would not correctly register the vote or whom they had voted for, because the positional data would not be in the correct place.
And without a witness from both parties to observe the process, how do I know whether my vote was "transferred" correctly or whether it was stolen?

How do we know? The only reasonable way to get out of the RAT's planned for mess is to redo elections in 2 weeks. Republican legislatures have to make the rules for in person voting only.
Do re-votes only in states with obvious fraud such as filling out ballots to make them "readable."
