Ukrainian President Yanukovych (2010-2014) was more inclined to foster ties with Russia than the EU.
So the US (under Obama) helped finance a revolution (also known as tampering with other countries' elections) which put Poroshenko in power.
Poroshenko had a "working relationship" (shall we say) with the head of Burisma, Zlochevsky. They weren't buddies, but Poroshenko was willing to let Zlochevsky operate... until the EU started investigating.
Biden ran interference on the investigation and it was smoothed over by suggesting that really, he was doing it because the prosecutor didn't satisfy the EU. But it looks to anyone with a shred of objectivity that it had more to do with bribery, filtered through Hunter.

In the recording, (which is alleged to have been recorded in January 2016) Onyshchenko also says Zlochevsky was ready to “repay a debt” to Poroshenko. The person alleged to be Poroshenko replies that Zlochevsky is a “good guy” but adds that “the Americans are worried about him lately.”
Onyshchenko claimed that there would be no problems with the United States because Hunter Biden, son of former U.S. Vice President Joe Biden, and former Polish President Aleksander Kwasniewski were on the board of Zlochevsky’s Burisma firm.

So... if I understand this correctly, the Obama administration's official stance was that the US supported the Ukrainian Revolution because it moved Ukraine politically closer to "our allies" (the EU) and further from Russia.
But Biden undercut EU priorities when he interfered with the Burisma investigations either on behalf of his son, or more likely, because his son arranged the bribe.
The Obama administration helped to smooth it over by claiming the prosecutor was corrupt and it was really in support of the EU, that's the public narrative, but in private, I bet this is one of those things Joe did that made Obama not terribly fond of him. Probably one of the reasons Obama had no interest in endorsing Biden throughout the primaries.
By the way Biden occasionally throws Obama under the bus (when challenged with the "why didn't you do all these reforms 2008-2016, one of his answers was "I wasn't President"--the subtext being "Obama was, and he didn't do it") it seems that Biden and Obama have not been on the same page for a long time. Maybe never. Obama may not have wanted Biden for a running mate at all (I think this brings us to the Larry Sinclair story.)

Tucker knows the liberal media refuse to cover the Biden story, but knows they WILL cover a right winger who looks like they’ve done something stupid. So he pretends he’s lost the documents, the media jump all over him to try and make him look stupid, but in doing so they spread awareness of the Biden story further than they otherwise would’ve.
Then he just turns around and says “found it lol”. It’s literally free publicity to pretend you’re stupid around liberal media dips.
