Santorum served two terms. He was first elected in 1994. He won reelection in 2000. He lost his third race in 2006.
Pennsylvania elects solid conservatives and they go squishy.
One reason is that Pennsylvania is a blue state (Trump’s win notwithstanding).
A statewide office-holder must get some Phily & Pitt vote to survive because we do not get strong turnout from the rural areas in non-presidential cycles.
The second reason is McConnell takes these freshman senators and forces them to be moderates. McConnell is great on judges, but he is not a conservative...he hates the right wing of the GOP. Therefore, he works hard to water-down any solid constitutionalist into a moderate.
