Would it be possible legally according to the Militia Act of 1903 for the President the activate all truck drivers as part of a National Militia and order them to bear arms (if they had the means) while working?
Same sex marriage licenses enjoy reciprocity. Why not CC permits, etc.?

Well, having worked at a truck stop back in the day while in college and having interacted with them during my work career, I doubt that many if any dont pack in their trucks unless they just dont want to.
Also, as a Texas CHL carrier I have researched reciprocity agreements among the states and most have them. If your state police website doesnt have such a website and checkout the Texas DPS site and youll find the info. Btw, I agree with the position that restrictions on our 2nd Amendment rights should be lifted. God Bless Texas...
The President already had the hours of service limitations waived for Critical Infrastructure Worker truckers for the duration of the COVID-19 emergency. Maybe doing the same for concealed carry through that avenue? It’s not exactly equivalent, but it’s what I can think of on short notice.

If I recall correctly, there was a case that will bring us a step closer to this that was argued earlier in the term. I vaguely remember the oral arguments for it. ah... found it. The case was New York State Rifle & Pistol Association versus the City of New York.
It was early in the term. No decision on that yet that I'm aware of. Most likely that means it's gonna be a 5/4 decision, as the most contentious cases tend to be released last.
If the Truckers already have a CCW, only drive through States that provide Reciprocity to non residents.

Note the clause: “nor prohibited by it to the States”
Theoretically, but not tested a the SCOTUS level, which is why in NYS I need a permit or I get in big heap trouble.
And what prohibits the state for setting their own CCW laws?
The right of the people to keep and bear arms shall not be infringed.
States cannot override that and be in compliance with the Constitution. Do they do it all the time? Of course. But we are discussing the constitutionality of such actions.
