Is there a funding reason for this?

There’s a generate panic and a cover her butt reason for this.
And she’ll likely hit up Fedzilla for some of that $2.5 bil.
Breed’s going for the hat trick.

So force the homeless into shelters and clean up your streets. Even without Corona 19, it’s already a health hazard.

If there isn’t a funding issue today, they will think of one tomorrow. CA always has their hand out.

San Francisco has been a disaster for years. Only now do they declare an emergency. With all the zombies crapping in the street, disease is probably rampant. Maybe with the coronavirus they’ll start to clean up their act.
