When I worked in local government in SoCal, we set up a room for that in around 2005. Nobody ever used it, but it was quite the PC thing at that time. I think it was the “lactation room” or similar. Oy!
When I was working and needed to express, the company simply allowed me to use an office and lock the door for a whole 20 minutes (or whatever I needed). It was private and clean and the guy got to take a break for a little while. Of course, I was the only woman there of an age who might need it. If it had not been available, I would have just used the rest room. Sheesh.
