Rule III page 866 ... oath adminsterd to senators then present

Rule XIII bottom of p868 .. on such adjournment the senate shall resume the consideration of its legislatinve and executive business

Precedents/practice re: Attendence on page 873 - a quorum is sufficient

Precedents/practice re: Commissions - not stated, but trial is held up until Commision returns

Precedents/practice re: Committees - ditto

Precedents/practice re: Quorum - not mandatory for Senate to request or compel attendance

Precedents/practice re: Senators Excused from Trial Proceedings (technically, this resembles recusal. senators who have prejudged guilt might as well ask to be recused)

Having them in the constitution is no protection either. Senate passed the Iran Nuc. Deal (looks like a treaty to me) by inverting the standard for passage to "it passes unless 2/3rds object."

I did some googling earlier. Take a look at rule XI.

This rule states that the Senate may convene an impeachment committee to review the evidence and hear witnesses, and report their findings back to the full Senate.

When it was first used in a judicial impeachment, it was challenged in the courts. SCOTUS ruled that the rule was Constitutional because the Senate has the power to make its own rules, and that includes the rules for impeachment trials.

Now, can you imagine McConnell letting the Senate exercise this rule for a Presidential impeachment and let the Senators delegate impeachment to a subcommittee while the rest go campaigning?

After Reagan, George H. W. Bush marked a turn back toward country club Republicanism, with the "kinder, gentler" line as the rhetorical cover. Notably, Bush-style Republicanism combined courtship of the elite and moderates with disrespect and a back of the hand toward unhappy conservatives. In the end, GHW Bush was a loser, with sons GW Bush and Jeb both ending their political careers as failures.

We are still in media res with Trump. On the side of optimism is that the GOP rank and file is strongly with him, with country club Republicans and the GOP bedwetter caucus now out of favor. There is a chance that Republicans will in time follow success and adopt Trump-style populism and combativeness as its new style.
