Not only can the President ask a foreign country, he should. If President Trump had released aid to Ukraine without demanding that they stem corruption, the maniacs would be trying to impeach him for that.

I'm sticking with my original hypothesis about this. When President Trump questioned Ukraine, it got way too inconvenient for DC pols. Many of them have friends, relatives, and deep pocket donors who profited from our foreign policy and military decisions there.
