On Morning Joe, pressed by Joe Scarborough as to what would happen if people refuse to surrender weapons such as AR-15s covered by his mandatory gun buyback plan, Beto O'Rourke admits that law enforcement would "visit" and "recover" the weapon.
Since the cops would have to gather a huge force and confiscate guns one home at at time it would take forever. They might manage two homes a day. This would require a loooong time to accomplish any meaningful confiscation rate. We’ve seen the cops operate. They ain’t gonna do it in anything less than major deployments.
One or two cops going door to door? Don’t make me laugh.
No, it's even OK to sell or gift, so long as you're doing it at a rate similar to what people do with their own firearms. You can't be "in the business" of selling guns. You sell a couple a month and they're going to conclude you're building them for sale.

Loosen the castle nut securing the buffer tube to the lower and unscrew it. Capture the spring and detent under the endplate cap as you loosen the nut so it doesn’t get lost. Unscrew the buffer tube fully and pull the BCG back through the hole. Pull the rear pin to lift the upper. Check for the buffer retainer pin and spring. A new buffer tube, spring and buffer may be required to make a good repair.
IAC, they won't because, afterwards, some of them will go home from work and find that retribution is a bitch...
If the bolt is stuck in the buffer tube, it could be bent. Probably just needs a new buffer tube. Not sure how someone could screw up the take-down pin, though. I use the KNS pins.

Previous owner TIG welded the castle nut to the buffer tube in a couple places instead of staking it. Apparently he wanted it *very* secure.
He TIG welded the pin to the receiver on the outside to keep it from coming out. Apparently this thing came apart on him a couple times too many and he decided to do something about it - the castle nut has been tack-TIG welded to the buffer tube too.
