No, this was the same cut-out technique they used with the Kavenaugh smears.
The actual complaint goes through channels - the whistleblower didn’t leak the information directly, but then a second person got hold of it (not doubt with the cooperation of the whistleblower,) and leaked it.
Then the whistleblower can say he was following procedure, and is protected.
This scam was carefully mapped out by the lefties.

The CIA is no longer interested in keeping the US safe and absolutely doesn't care about the Constitution or any Federal law. That's been the sad reality so many "Conservatives" and Independents have refused to accept at least since the Vietnam War.
