No, this was the same cut-out technique they used with the Kavenaugh smears.
The actual complaint goes through channels - the whistleblower didn’t leak the information directly, but then a second person got hold of it (not doubt with the cooperation of the whistleblower,) and leaked it.
Then the whistleblower can say he was following procedure, and is protected.
This scam was carefully mapped out by the lefties.
