Put Teflon grease on the tower from 100 feet up to 120 feet up. Problem is then self eliminating. If he or she makes it to the top give him or her congratulations, a free psych consult and a bottle of very very old fine cognac, he or she earned it. A bottle costing 2000 dollars would be very just.
Actually a bit of concertina wire at the same mentioned levels would be 100% effective. However, the concept of fools killing themselves appeals to me. Medical schools always need young vibrant bodies recently deceased for study.
