I guess all the most important criminals already got their cut up front. Hey, maybe Newsom has actually come up with a better approach to typical government boondoggles. Structure it so that the usual gang of thieves get their cuts during the preliminary stages, then abort the project and save some money for the taxpayers. Everybody wins!
