SOVIET propagandists during the cold war were trained in a tactic that their western interlocutors nicknamed whataboutism. Any criticism of the Soviet Union (Afghanistan, martial law in Poland, imprisonment of dissidents, censorship) was met with a What about... (apartheid South Africa, jailed trade-unionists, the Contras in Nicaragua, and so forth).

What whataboutism? Mentioning whataboutism was totally misplaced by you in this case. Your link clearly hints rural areas. The problem is real. Hospitals and schools are getting closed in rural areas in Russia. I am not disputing it.
Another point is the clinics closed mean clinics run by the Ministry of Health. Private clinics are opening at the same time although not in depressive areas.
