Another point is the clinics closed mean clinics run by the Ministry of Health. Private clinics are opening at the same time although not in depressive areas.

Following the hospitals in 15 years, the number of hospital beds decreased by an average of 27.5%, to 1.2 million, calculated at the Center for Economic and Social Development. In rural areas, the reduction of places is more noticeable - by almost 40%. This data is confirmed by the Director of the Independent Monitoring Foundation “Health” Edward Gavrilov. According to him, only since 2013, the number of places in hospitals has decreased by 100 thousand.

The lack of drugs in hospitals reflects another problem in Russian health care - its underfunding, experts write. The government constantly declares an increase in spending on health care, but, taking inflation into account, they, on the contrary, are falling. CEPR refers to an analysis of the budget of the Federal Mandatory Medical Insurance Fund. Experts estimate that real expenses in 2017 will decrease by 6% in prices comparable with 2015.
