Sure, almost as much as Florida having the States' Right to end the prohibition of Felon gun possession.

The only question is, does the U.S. Constitution extend rights to States under the 10th Amendment that provides a state the Right to extend voting rights to certain felons who have completed their sentence?

This is simply an example of States’ Rights.
