I'm in southern Arizona. I sometimes put a long sleeve shirt over my T-shirt to go to town. Usually to help conceal my revolver.

But then, most of my town trips are to places like WalMart or to grab a gallon of milk. Eating out means McDonalds or Burger Sling. And in the heat of a southern Arizona day - I'm almost never out after dark - no one worries about my thick cowboy boots, jeans or white T-shirt.

But in the article, it is for an eating place in NY after 8PM (which is darn close to my bedtime!) and I find the restrictions totally understandable.

During the work week, I always wear long-sleeve shirts, even though it is hot in Houston. I always wear long-sleeved shirts to church or to a restaurant. On the weekends, I wear short-sleeved shirts, but with the shirt tail out also to help conceal my revolver. I'm thinking of trying some of those shirts with tails made to be worn out.
