Nixon had wanted to do this wityh TVs, but ultimately decided it was too Big Brotherish.

I don’t want mandatory messaging unless I request it. Now it is Trump, but someday there will be another Clinton or Obama.

This started with Overlord Obama:

It isn't Trump, it's Obama. It was Obama that made the decision to disable the option to turn off emergency messages from the president.
