I don’t think police can be legally held liable for lack of action. The USSC has said that they are not required to protect anybody. Police have the primary task of cleaning up a crime scene after a crime has occurred and to try to find a culprit but they don’t even have to do that. The only real recourse is loud indignation that gets a chief fired and ballot box action against the sheriff or the city fathers who hire the policemen.
