It makes them too ready to put up with their own junk, if they can bug out to the USA at a moment’s notice.
Yep, in the past the US was often referred to as Mexico's "safety valve" or "pressure valve". But those terms aren't used much anymore as they're now not PC and suggest that Mexico is not a wonderful place.
