That is an excellent observation. The article doesn’t say how the new water rules will be enforced. So I’m guessing it will be number of people in your household times 55 gallons.

Go over that daily limit, and you’ll be fined. Keep going over that limit, and it’s jail time.

But what about house guests? Maybe you should just tell them to use the Starbucks facilities.

No, these are targets that cannot be enforced. There is no way to measure for them.

Even houses with water meters have variable landscapes and the only limits on watering the landscape is the “twice a week” limit. Government cannot know how much went to the landscape and how much was consumed inside.

And, the “penalties” apply only to water districts which use more than a statistically allocated standard amount.
