1) When they put this into a trust fund, will it be treated like the Social Security Trust Fund?
2) Even if all the billionaires in the US (or Mexico) donated enough to fund the entire wall, the money couldn't be spent without it being appropriated by Congress. Article 1, Section 9 of the Constitution says: "No money shall be drawn from the treasury, but in consequence of appropriations made by law...". The problem now is that Congress won't appropriate the money. Even if there was a pile of money held by Treasury, Congress would still have to appropriate it.
If both of those can be addressed to my satisfaction, I will donate.
