The Jewish calendar is strictly lunar -- each month has 28 days, so there's no consistent correlation between that and the Western calendar (more solar), i.e., sometimes Christmas falls within the 8 days of Hanukkah and sometimes not; sometimes St. Patrick's Day (March 17) falls on Purim and sometimes not, etc.

Every so often (Search Adar Bet on Google or the Jewish Encyclopedia for details), the Jewish calendar adds a month (just for that year), so the spring holidays continue to fall in the spring, the fall holidays in the fall.

I'm guessing Israel Independence Day in 1948 fell on May 14, but is celebrated in Israel on whatever day in the Jewish calendar it fell on that year.
