Apparently this was not an Art 15 but a Special Court Martial which has the lowest level of jurisdiction. It is like a lower court for trying misdemeanors.
The article describes the Commander as “Lt Commander Paul Hochmuch”. This obviously could be an error since other parts of the article are equally confusing. I thought a LCDR was an O-4.

As a Radioman 2nd Class, I often spoke to our Navigator regarding collisions at sea. He said that these “constant bearing, diminishing range problems” occurred quite frequently. The OOD can sometimes become “target fixated”! AKA, he simply cannot believe that, what appears to be the only two ships on the ocean, are about to collide!!
Rumor has it that the training at the USNA is substandard. Very hard to bilge out these days.
