It better be a drone, wouldn’t be good to be sitting inside a tin-can underwater when the explosive force comes blowing back.

Certain cultures produce large numbers of people that would be happy to pilot a vessel to our shores and blow themselves up in the hope of killing large numbers of us.

And among some our own citizens they have a reputation as honorable and peaceful people.

Since all the liberal blue states are on the east and west coasts, I don't see a problem............

A rural property with southern exposure to the rear of any public view would be best or even a small acreage in outer exurbia. Making a show of having electric lights in power outages might not be a good idea though. I’m hoping one good thing to come of Tesla power walls would be the changing of laws prohibiting grid tied systems with a battery backup for use in power failures. If solar could serve to both reduce electric bills and as an emergency backup, you’d see far more adoption because it would be far more practical and valuable.

Incompressibility of fluids caused by an instantaneous effect.

Mind you, you’d have to explode a large enough nuke under relatively shallow water. That is, enough that the underwater volume of the “fireball” is fully submerged, but did NOT touch the ocean floor.

Even so, it’s more likely to be 75-100’, and affect a relatively limited area of coast, but certainly enough to do an entire metro area.

Consider “Super Storm Sandy”: 6 inches messed up Manhattan for weeks. . .

I can think of a way. They detonate a nuclear device of enough power along a tectonic fault that it causes a submarine earthquake that releases magnitudes more energy. The quake creates the tsunami.

Perhaps...but VERY unlikely. There are submarine earthquakes all the time more powerful than any likely to be triggered by a thermonuclear detonation ... and they typically generate tsunamis, if they generate any at all, of several inches to 1/2 foot. As others have pointed out, the main destruction would be from blast & thermal effects as well as from radioactive fallout from vaporized ocean salt water.
