Not sure what a low grade felony is, but I am on the understanding it is legal to record without permission, but cold you direct me whee you got your view please?

Does that also apply to government employees who are performing public duties? Normally courts find an exception for that.

Supreme Court has ruled that recording a government employee (especially law enforcement) performing their duty is not illegal.
