No, there’s big region north of Rockland and Westchester County that is deemed (by folks living there) to be “Central New York - including Syracuse, Utica and Albany. So they’d tell you to go north of that to be in “Upstate” NY.

CNY goes from just east of Rochester to Utica by us Syracuse area inhabitants.

Albany is the Capital District. It's way to far east to be Central NY.

My comment is based on a colloquial division of the state into three regions - up, down and central. I think yours is based on more regions or districts including western, capital and north country and hudson valley. But note in that schema there is no region that gets labelled as “upstate” or even “downstate” for that matter.

Or to put it another way, if there are only three choices, then is Albany central new york, or upstate?

That’s a tough one. Geographically, it’s Upstate, but it’s both too far east to be really central and politically it’s certainly downstate.

In CNY lingo, it’s either Upstate or downstate. I think in general, we in WNY and CNY think of anything from Albany and southeast as *downstate* based mostly on political climate and some on geography.

The other designations are then divining Upstate.

Then it’s:

Western NY (out to about Rochester)

Central (Syracuse area AKA Finger Lakes region. Rochester to Syracuse)

Mohawk Valley (Rome-Utica area)

North Country (north of the Thruway from Syracuse east to the state line)

Capitol District (Schenectady to Albany and towards NYC)

Hudson Valley (Albany down to the city)

The Southern Tier which is anything along the PA border from Jamestown through Corning, Binghamton, on to Schenectady.)

FWIW, many of those designations are established by the state and you’ll see signs to that effect along the Thruway.

I was born and raised in the Hudson Valley.
It used to be considered upstate. It was a beautiful and peaceful part of the state many years ago. Republican run.
Cityiots moved in and ruined it by turning it into the hell hole they left behind. When I return to visit relatives, I don’t recognize it.

More than twenty years ago I took a ride up 9W along the Hudson; couldn’t believe how many Hispanics were in those rust-belt towns back then.

I grew up in Rochester and consider(ed) it to be anything north of the line deliminating the northernmost part of the Appalachians - about 50 miles south of the shore of Ontario.

If one discounts the northern foothills (as I do) then you can decide if the finger lakes which are mainly in the zone I picked are fully in the zone then Ithaca is right on the edge at the bottom tip of one of the fingers.

I asked mr. mm who is more familiar with state history and politics than I am.

He said that traditionally, *upstate* was anything west of the Hudson River. And NYCer’s considered Albany sort of a detached suburb of NYC.

Upstate is less a place anymore than a state of mind. If you want government the hell off your back and you’re not demanding your neighbors pay for your lifestyle, you’re Upstate. No matter where I go, I’m Upstate.
