It’s been public school policy since at least the late 90’s that when there is an assault, the perp and the victim are both to be punished.

When my daughter was in HS in Lakeland, FL in the late 90’s, both parties were AUTOMATICALLY arrested and hauled to the police station. A student could be literally jumped by another, get the crap beaten out of him and be arrested for it. All as a matter of policy.
