Extreme, I would say so. So an elderly retired military That sold his big house and rents and pays no personal income tax because SS is not taxed unless you make a bunch of money cannot vote ? Bullspit.

I find it kind of strange that you interpret it that way.
I am retired, I am former Military, I collect Social Security and do not make any money on the side, and I still pay taxes on it every year.
Although I do own my own home (on which I pay property taxes every year) because I choose to live the way I see fit, not beholding to some landlord.
And yes, those are the conditions I would set.
With the caveat that RETIRED people (those who have been gainfully employed and paid taxes throughout their lives) don’t have to be currently employed.
That’s why it’s called RETIRED.
