I ALWAYS left the materials handed me with the security official that handed them out at the end of a meeting. There was no way I was going to spend budget for an "Approved Safe" to store them! The documents were always bold print numbered so if they (or copies) were found somewhere...(where they shouldn't be), an identifiable person was in DEP S**T!

'SAP' would ensure that only a select few could see what was discussed in a given email and that its content could possibly have NOTHING TO DO WITH NATIONAL SECURITY.
Whereas NORMALLY 'TOP SECRET / (CODEWORD)' would infer national security sensitivity, ANY classified document issued during Odunga's term should be viewed with suspicion and could very well have been classified in order to PROTECT THEIR CRIMINAL ACTIVITY.
