Clinton authored eight email exchanges which mentioned SAP programs. SAP programs are the kinds of things that win or lose the next war. That would necessitate the TS marking.

As I said in a previous post, Team Obama used high classifications to PROTECT THEIR CRIMINAL ACTIVITY and limit disclosure to as few people as possible.

'SAP' would ensure that only a select few could see what was discussed in a given email and that its content could possibly have NOTHING TO DO WITH NATIONAL SECURITY.

Whereas NORMALLY 'TOP SECRET / (CODEWORD)' would infer national security sensitivity, ANY classified document issued during Odunga's term should be viewed with suspicion and could very well have been classified in order to PROTECT THEIR CRIMINAL ACTIVITY.
