I totally understand that "which two" determines which of the possible options would be at play, but I have yet to see serious discussions about the question, never mind an authoritative answer.
It seems certain, however, that the question is no longer hypothetical. And if the question is not addressed, the only result will be chaos at best or a shooting civil war at worst.
That it would create a "Constitutional Crisis" is a non-answer. If Constitutional criminality is the cause, and the perpetrators are identified, the ultimate penalty screams for swift application without delay.

It makes sense Panetta objects. Once things begin to unravel, he knows there’s a good chance he will be exposed for crimes.
I commend Ponetta for his service. Without him Bin Laden would still be alive... Obama never ordered and never would order him taken out... Ponetta did it anyway.
However, the politicization of the intelligence agencies and justice department by the previous administration is Treason. These actions should be exposed and there is nothing compromising national security in the memo.. there is no factual incorrectness inter memo. The only objection the intelligence community has given to the memo is that it is incomplete...
Then by all means release the memo and then let’s investigate to get the rest and make it complete.
